Fernando leads DEITAC’s Vanguard Council, the strategy’s intellectual engine bringing together Agile Thinkers, Neuro-Change Experts, and Talent MetaManagers® to drive investor engagement. Strategic Advisor — San Diego County Hispanic Chamber of Commerce
Fernando serves as Executive Strategic Advisor to the SDCHCC, bringing a “Future-Ready Governance Architecture” that transforms the chamber from a traditional networking organization into a data-informed, anticipatory platform. His framework introduces AI strategy, workforce development, and strategic foresight, backed by TNF’s proprietary methodologies (TMM®, NTIS™, PRISM™, UMA™) and a growth blueprint to scale the chamber’s impact, positioning it as the most forward-looking Hispanic chamber in the United States.
Strategic Advisor (AI Strategy) —Collaborator California AI Readiness Network (CAIRN) – Cal Poly Pomona
Cal Poly Pomona is a leading California polytechnic university at the forefront of AI-integrated business and workforce education. Fernando will be part of the California AI Readiness Network (CAIRN). a statewide initiative of the National Science Foundation to bring purpose and understanding of artificial intelligence across California and the United States, preparing the next generation of leaders for an AI-driven economy.

Magnolias is a San Diego-based, Latina-led nonprofit empowering Spanish-speaking immigrant women through economic independence, social inclusion, and mental wellness. The Garay Cooperative Network (GCN) is developing a community-based education and workforce pathways initiative in San Diego. It focuses on supporting underserved communities, bilingual families, and first-generation students. Key programs include high school dual enrollment, workforce readiness (including AI literacy and digital tools), and industry-aligned certifications in fields like sustainable energy and robotics. Ultimately, GCN aims to build a comprehensive education-to-workforce pipeline connecting participants to mentorships, internships, and meaningful employment opportunities.

Fernando advises the SDEDC as one of nine binational signatory organizations shaping the CaliBaja corridor’s future, bringing evidence-based counsel anchored in the principle that proof leads claim with a structured roadmap to establish the region as North America’s premier intelligence-to-production corridor.

Southwestern College is South County San Diego’s anchor institution for workforce and career education, expanding access across business, technology, and healthcare.
