THE OPPORTUNITY
The Chief People Officer owns HR strategy across a multicultural, often global workforce, driving culture, workforce planning, and AI-era reskilling initiatives.
MARKET CONTEXT
As CHIPS-funded facilities scale headcount rapidly, workforce planning and reskilling have become C-suite priorities. The CHRO is increasingly positioned to orchestrate a blended human-and-AI workforce by redesigning roles around new task allocation models.
KEY RESPONSIBILITIES
- Develop and execute enterprise-wide HR strategy aligned with rapid headcount and facility growth.
- Lead workforce planning for new fab and design-center openings, including cross-border and relocation programs.
- Design and implement AI-era reskilling and organizational-redesign initiatives.
- Build competitive total-rewards programs to compete for scarce technical and executive talent.
- Champion culture, DEI, and employee-engagement strategy across a global, multicultural workforce.
- Partner with executive leadership on succession planning and leadership-development programs.
- Oversee labor relations, compliance, and HR operations across multiple jurisdictions.
REQUIRED QUALIFICATIONS AND EXPERIENCE
- 10-15+ years of strategic HR leadership experience, including 5+ years in technology or manufacturing environments.
- Demonstrated success leading large-scale workforce planning and organizational-design initiatives.
- Experience building reskilling and AI-workforce-transformation programs.
- Strong track record managing multicultural, cross-border workforces.
- Bachelor’s degree required; advanced HR or business degree preferred.
